
Q: If a bridge is scheduled for replacement, does it need to be load rated?
A: If a bridge is scheduled to be replaced within the five-year load rating time frame
(by October 1, 2013), then it does not need to be load rated. If it has gusset plates, they do not
need to be analyzed, and it is not necessary to do a fracture critical plan. However, if the bridge is
scheduled for replacement beyond 2013, then ODOT will require that these ratings and plan be
completed.
Q: What should be included in Task 3.3 Technical Drawings?
A: Technical drawings should include a floor system framing plan, truss elevation view,
connection details, upper lateral bracing, and lower lateral bracing. Also, a portal drawing
for a decorative portal end could be included. Transverse section.

Can I hire more than one consultant to perform the load ratings?
A: Yes, you may hire as many consultants as you wish. However, you may not hire more than one consultant for the sole purpose of staying under the $25,000 threshold for direct-selection.

Do I need to post an advertisement for consultant services?
A: No. CEAO had already advertised the project in accordance with federal requirements. You must select your consultant based on the statements of qualification submitted to CEAO.

A: You must briefly review each consultant statement of qualification and eliminate firms based on the qualifications they submitted. Valid reasons for eliminating firms include but are not limited to: statements of qualification are not complete, project approach is weak, past performance (ODOT’s Consultant Evaluation system data can be used to help determine past performance), insufficient staff, current workload is too great, etc.
You may not eliminate
firms based on location, fees, or because you have never worked with them
before.

Why can’t each member of the consultant selection team do their own
consultant score and then average all the team member’s scores for the final
consultant score?
A: Individual scores are subjective. It is better for the team to discuss each score and come to an agreement so that all aspects can be considered in reaching an overall score.

rating form provided by CEAO?
A: Yes, this form was provided by ODOT and is required on this project.

Will future LBR funding be made available for load rating other structure

A: As of right now, no future funding has been committed. However, there is a possibility that funding could be provided in the future.
