FAQ's

Are we allowed to modify the scope language?
Yes

Is Construction inspection reimbursable?
Yes

Is Construction Inspection reimbursable even if it is county personnel?
Yes

Can we use test piles instead of soil borings?
No - Must Provide soil borings in advance

Are we allowed to fast track the project - for example, build the substructure while designing the superstructure?
Yes - The key is how the buildable units are identified by the designer.  Keep in mind the 
substructure under construction may limit the design choices of the superstructure. 


What is the Advertisement period?  
Three weeks minimum.  Because the need to put together a D/B team, six weeks are recommended. 

What is the Pre-bid meeting in Section 2 used for?
The pre-bid meeting should be considered mandatory and the date of the meeting should be put in the
advertisement.  The meeting would cover the owner's expectations of the design and construction and
allow questions form the D/B team.  This ensures everyone is bidding on the same concept. 

What is the Post Award Conference in Section 8.5 used for?
To be sure the designer's concept of the design and construction matches the counties concept. 

Is a stream crossing investigation (flood plain analysis) required on every bridge as stated in section 10.4?
Yes -
Minimum Hydrology and Hydraulics (H &H) Requirements:

The plans for each bridge should include a site plan as per Section 202.1 of the ODOT Bridge Design Manual (BDM).   Part of this site plan is the H & H information as stated in 202.1.d.  This requires some basic hydraulics be checked for the bridge.  At a minimum the DBT should provide information as shown in the following sections of the BDM:

Section 202.5; a, b, h, and i parts 1 and 2.  Further information regarding the Hydraulic Analysis may be found in section 203.2 of the BDM.

If you leave Section 10.6 Stream Crossing Investigations (flood plain analysis) of our proposed Scope of Services in your scope as is, there should be no problems with the H&H information provided.

Can we ask for quantities even though Section 18.1 says we don't need them?
Yes, it is up to the county to decide how much they want the plans to show the quantities.  Use what
you think you need for inspection purposes.  


How do I estimate a completion date?
Using the normal amount of the time for construction for your type of project, and several months for
design time.  The best time to bid the project is late fall or early winter.
